Duo Tortures Employer’s Pug, Uses Him As Target Practice & Dumps Body In Lake

Franky the Pug’s family is finally seeing some justice after the beautiful dog was slaughtered for target practice over a year ago. Justin Chipman and another man were accused of breaking into their employer’s home while he was out of town.

Phil Torrey of Winter Harbor, Maine reported his home was broken into, his Hummer vehicle vandalized, and one of his dogs was stolen. Despite searching for their dog for days, he was nowhere to be found. Sadly, the animal’s body washed ashore onto the private property of District Attorney Matt Foster. Franky’s tiny body was riddled with bullet holes to the throat.

Police report 24-year-old Justin Chipman tortured the dog and used him for target practice until he died. Text messages between Chipman and another man, Nathan Burke, reveal the duo took the dog and the family’s Hummer but left their other dog, Budget, behind.

Franky’s owner shared, “What you’re looking at is not your dog. He’s beaten, shot, you know, and bloated, but then I kind of reached in and pulled his tail out and I could tell it was him.”

A Facebook page called Justice For Franky was created due to public outrage over the horrific incident. A grand jury indicted Chipman and he was found guilty of the Pug’s torture and death. The judge found him guilty on five charges, including aggravated cruelty to animals, which is a felony.

The other abuser, Nathan Burke, struck a plea agreement and the judge had ordered 70 days on his two charges with time served. However, Burke violated bail and the state filed a motion to revoke the bail and issued an arrest warrant. He failed to appear in court and is still at large.

Franky’s death is the reason a new bill, LD 1442 is on the table. Dubbed “Franky’s Law” or  “An Act To Provide for Court-appointed Advocates for Justice in Animal Cruelty Cases,” it is being sponsored by state representative Donna Bailey.
